Which developers deliver on time, ranked by the closest proxy the data supports
"Which developers deliver on time" has no true answer in this corpus. An on-time rate needs two dates for the same building, an originally announced handover and the actual one, and the corpus holds only the date each listing states today. So this is a proxy, not a rate, and it is labelled that way everywhere it appears: the share of a developer's own off-plan projects whose own stated handover date has already passed while the source still records the project as under construction. A high share does not prove delay. A listing nobody refreshed looks identical to a genuinely late building, so read this as a flag to check against the developer's own site, not a finding on its own.
58 developers carry n/a or more dated off-plan projects and clear the floor to publish a share. Aldar has the lowest on record at 0%, against a market share of 6% across 2,858 dated off-plan projects. AYS carries the highest at 25%. Completions on record sit alongside the proxy in the table, because a developer with a long, dated delivery history is easier to read than one with none.

"Past its own handover date" counts off-plan projects whose published handover quarter has already passed while the project is still recorded as under construction, one observation per project. Ranked ascending, fewest overdue first, so the top of the table is the strongest signal, not the largest number. Completions, "since" and "first to last" are the same completions-on-record measure the developer scorecard uses, over delivered buildings, not off-plan ones.
How this is computed
Computed in pipeline/developer_scorecard.py from the past_handover measure: n_dated_offplan is off-plan projects with a parsed handover date, n_past is how many of those dates fall before July 2026, and share_pct is n_past over n_dated_offplan. Published only at n/a+ dated projects, the same evidence floor the developer scorecard applies to this measure. See /rankings/developer-scorecard for completions, price position, plan depth, footprint and completeness measured the same way, with the same refusal to publish a composite grade. Figures are OffplanIndex aggregates over developer-published project facts and unit inventories, not a copy of any listing database.
